PIARC appoints Dato’ Sri Ir. Dr. Roslan Md Taha as Malaysia’s First Delegate

The Permanent International Association of Road Congress (PIARC) also known as the World Road Association has appointed the Director General of Public Works Department, Malaysia (PWD) as the First Delegate for Malaysia. This passing of the baton was as a result of the recent retirement of the former Director General of PWD and PIARC’s First Delegate Datuk Ir. Haji Adanan Mohamed Hussain.

Dato’ Sri Ir. Dr. Roslan started his career in PWD at the Laboratory Unit upon graduating with a BSc (Hons) in Civil Engineering from University of Newcastle-upon-Tyne, UK in 1982 and a year later moved on to the Peninsula’s southern Federal Land Development Authority’s unit to oversee its development projects encompassing roads, bridges, buildings and water supply.

In 1991, he left for University of Liverpool, UK and successfully completed his MSc (Eng) in Environmental Civil Engineering in 1992. Upon return, he was placed in the Water Supply Branch.

The continued passion and perseverance in the field of environment brought Dato’ Sri Ir. Dr. Roslan back to the UK in 1996 to pursue his doctorate in Environment at University of Wales. Upon return in 1999, he took up a senior position in the Environment Branch and four years later became its director providing, among others, technical advice to all government departments.

In 2007, he was appointed as the director of the state of Negeri Sembilan to further enhance the development of the state’s public infrastructure and buildings. He returned to the Environment Branch at the PWD Head Office five years later to continue his labour of love.

Two years later in 2015, Dato’ Sri Ir. Dr. Roslan was promoted to the post of Deputy Director General (Infrastructure) and the following year took over the reins of PWD as the Director General.

Dato’ Sri Ir. Dr. Roslan has and continues to impart his views and expertise in the area of infrastructure in various government institutions and non-governmental organisations, among others, as the President of Board of Engineers, Malaysia and Malaysian Structural Steel Association, Vice President of Road Engineering Association of Asia & Australasia, Member of Construction Industry Transformation Ministerial Committee, Malaysian Qualification Agency and Malaysian Highway Authority Board, Permanent Member of Malaysian Accreditation Council and Non-Executive Director of Jambatan Kedua Sdn Bhd (operator of the Second Penang Bridge) and BLT Construction Sdn Bhd.

In recognition of his exemplary service in PWD in particular and significant contribution to the country’s institutions and associations in general, Dato’ Sri Ir. Dr. Roslan was bestowed the royal award carrying the title Dato’ by DYMM Yang Dipertuan Besar Negeri Sembilan in 2010.  In 2016, TYT Yang DiPertua Melaka bestowed upon him the title Datuk Wira and in the same year he received the title Dato’ Sri from DYMM Sultan Pahang.            

In the forthcoming elections of REAM for the term 2017 – 2019 in mid this year, Dato’ Sri Ir. Dr. Roslan is poised to take over the presidency from the outgoing President Datuk Ir. Haji Adanan bin Mohamed Hussain.
